addition of css and js

I am returning to the menu writer wizard via "edit theme" button. I keep getting additional js and css files. What am I doing wrong?

Also, I am creating multiple templates for my site, some nested and some unique. How do I go about using the same navigation menu without recreating it from scratch - ie the menu stays exactly the same throughout the site.
