1) make sure the character set for the page is set to UTF-8.
go to modify -> page properties. in the Title encoding section, set the encoding to UTF-8
2) the connection should be set to use UTF-8 as well. if you used the standard Dreamweaver connection connection you will need to edit the connection file
in the connections folder, openthe connection file, the last line ill look similar to this:
$ConnectionName = mysql_pconnect($hostname_ConnectionName, $username_ConnectionName, $password_ConnectionName) or trigger_error(mysql_error(),E_USER_ERROR);
add this line after it:
mysql_set_charset('utf8',$ConnectionName);
where ConnectionName is the name of the connection.
if you used the Data Assist Dynamic Connection to create the database connection, you can set the character set in the connection settings screen instead of editing the code.
