Is there a way to make HTML Editor by default make text in to paragraphs

I'm using CKEditor 4 I think.

I've created a form where my client can enter text that they can update. I've used the simple wysiwyg features for the client to enter the text. Typically it will just be 5 or 6 paragraphs of text.

Currently when they enter text it doesn't put it in the <p></p> tags. It just adds </ br> instead of making text paragraph blocks. Is there a setting to make paragraphs the default setting?
