You should not move any folders around, you just needed to create a new site in Dreamweaver that points to your powercms folder.

If you have already moved files around, i recommend that you start with a fresh version of powercms files, because when making updates to the template you should not be getting message about regions, you should only see a window that ask you to update the other files.
