CSS Sculptor 3 liquid versus fixed layouts

I used CCS Sculptor 3 to build this website -- when I preveiwed on my local Server using the IE Preview -- it did not display like I expected it to display. I thought maybe if uploaded it to my remote server (the hosting server) it will display correctly, to my disappointment it displayed the same way it did on my local server preview. The problem is, the left sidebar seem to NOT want to stay where it is specified to stay. It instead pushes itslef to the rightmost corner, and pushed the main content down.

There are also issue with the Menu Writer, let us fix this one first. As at now I have been able to make corrections to the menu.php so you can be able to review all the available links over the internet. The site is simply NOT symetrical, and does not look like I expected it to look.

Q: How do we get it fixed so it can display corectly like it does in the DW CS4 environment???

It looked right inside the dreamweaver CS4 environment -- please review the attached pictures.
