Open the file: WA_eCart_UPS_PHP

find the line:

$UPS_XML .= "</Address></Shipper><ShipTo><Address>";

and replace it with:

$UPS_XML .= "</Address></Shipper><ShipTo><Address><ResidentialAddressIndicator/>";

It appears from reading their documentation that this would resolve the problem.
