You are using an "=" comparison for the start date filter. It should be ">=" like:

$searchWADAProc_Fee_DB_WADbSearch1->setSearch(array("type"=>"Edit", "comparison"=>">=", "join"=>"AND"), array("DatePaid"), "t", "DatePaid");
