I believe this is an issue with your version of DW.

go to Help -> About Dreamweaver.

Click the about screen once to force it to scroll to the end, will will show the build number for the version of DW that is installed, what build number does it show?

Version 9.0 Build 3453..

Build 3453 is a pre release beta version of Dreamweaver. This build has a known bug with floater windows that is the cause of the problem you are having.

You should contact Adobe to see if they can give you access to a download of the 3481 final release build, or you can install the DW CS5 Demo version that is available for download from the Adobe website.
