eCart randomly not adding shipping cost

We ran into a new problem. eCart started not adding shipping costs randomly. I noticed that the sum without shipping cost isn't correct either. It's off by an amount that isn't the shipping cost.

I'm sure it isn't random, but probably has something to do with the language or country settings. If you want we can do a screen share to debug and fix it... unfortunately I'm out skiing for the week. Can we do it on Monday next week?
