ecart, paypal payments pro and paypal express state tax

I have just a quick question

State tax works fine for paypal payments pro because the customer puts their info in before checking out with their credit card.

BUT

Since paypal express does not go through the shopping cart to get the persons address and state then i would have to setup state tax for paypal express payments from within paypal correct?

With Express checkout, they go to paypal and enter the shipping information and are brought back to your site to the pp_confirm page. The tax will be applied based on the billing state they set once they get to the pp_confirm page.

so where do i put it on the page

so what would i edit on the pp_confirm page to add the tax for the state? it is set up in ecart and works for local checkout but it doesnt show on paypal express
