The instructions in this tutorial include the steps for installing WebAssist extensions in Adobe products.
Dreamweaver dropped support for the Adobe Extension manager for Dreamweaver CC. There are several alternative extension managers that are now available that can be used instead.
All of these are free, but the top two are the most popular and are actively supported. The first one doesn't require registration or login, so I'd suggest it for people that don't already have a DMXZone account.

Once an extension manager is installed, you can open it and use it to install a webassist extension.
Through the Extension Manager, you will install ZXP files. Once you have downloaded your ZXP files from your WebAssist Download Center, follow these instructions for installing these files.
After installing the extension you will need to have an internet connection before you open up Dreamweaver to use the extension for the first time.
You must close and restart Dreamweaver before you can access any of the menu items that were added by the installer.

I followed the instructions and looks like my Dreamweaver extension was successfully installed, but the eCart buttons in the drop down menu (under WebAssist) are not highlighted, and I cannot click on any of them.
